REPORTER ON THE WAY
In a few weeks you'll be receiving a "paper" edition of the Reporter newsletter. Be looking for it, because it will contain all the details of what's being planned for the Oct. 26-30 FOWA Fall Conference in Kissimmee plus hotel and registration info.
Here's just a taste of what's in store: craft-improvement seminars, banquet speakers, a fishing tournament, trip to a Wildlife Management Area (canoeing, kayaking, trails, swamp
buggy and airboat rides), dinner at a Cracker Cow Camp (pioneer museum, bluegrass band, bullwhip demonstrations, etc.), pre- and post-conference opportunities, our Gala Auction, the Excellence In Crafts Awards Banquet, the kickoff Lefty Kreh Roast dinner, and the always interesting Breakout session where our Corporate members display gear and products for 2006.
ELECTION TIME!
The Presidential election came and went, but something even more momentous is on the horizon. Yep, you guessed it: the FOWA General Election. If you would like to run for an office or board position, notify Tommy Thompson, Nominating Committee Chair, via email at captain@twotree.net.
Please Note: In order to conform to our bylaws, it was agreed at the August 6 board meeting that all those serving as an officer or board member MUST BE A CURRENT ACTIVE MEMBER or LIFE MEMBER. Therefore, everyone running for office will be asked to verify eligibility at the conference prior to the General Membership meeting when the election takes place. This will include bringing the requisite documents/tearsheets as outlined on pages 12 and 13 of the FOWA Directory.
Lend your talents and time to helping FOWA grow.

From T.J. Stallings:
IMPORTANT INDUSTRY INFORMATION
Excise Tax Changes
This will affect ALL of us!
Note: our excise tax is not “bad”. It is the user based tax that provides programs for fish habitat, lake restoration and outreach programs.
Now that aside...
This past spring; a new agent-supervisor started his new position in Washington D.C. Some of his changes include:
· Changing the interpretation of who a manufacturer is. This means that companies like us; that design goods, and order them from abroad and pay for them in advance, are NOT a manufacturer. Excise taxes paid at cost will now be paid on the sales of these products.
· The interpretation of “cost of goods” will change. This agent believes that the packaging adds value to tackle and thus becomes part of the cost to tax.
· This agent also sees fit to make these changes in tax law interpretation, RETROACTIVE TWO years.
· These changes will come, AFTER tackle manufacturers have made presentations and pricing for 2006.
The affects will be enormous. Many tackle manufacturers will have to pull a loan or refinance their businesses to pay this year’s increased taxes and retroactive taxes. Some will simply go out of business.
As you’ve probably guessed; the first thing a surviving manufacturer will do is cut advertising and donation budgets. Tackle prices will increase; not a little, a lot. A price increase of 4˘ to the manufacturer translates into 9˘ to the angler.
